Proactively responding to shifts in international trade
In his opening remarks, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan emphasized the role of trade remedies in ensuring fair competition, providing appropriate protection for domestic production capacity, and supporting Vietnamese goods in maintaining and expanding export markets. Trade remedies also contribute to creating favorable conditions and strengthening business confidence to invest, innovate technology, maintain employment, and reinforce supply chains.
As trade remedy measures become increasingly widespread around the world, the Deputy Minister called for a shift from reactive responses to proactive approaches, and from handling individual cases to comprehensive risk management, supported by close coordination among government authorities, industry associations, and businesses. He also highlighted the need to strengthen early-warning mechanisms, improve data quality, and enhance the capacity to utilize trade remedy instruments, thereby contributing to building a strong production base, strengthening business competitiveness, and creating momentum for rapid and sustainable growth.

At the Forum, delegates, experts, and representatives of various organizations discussed solutions to promote growth, strengthen national production capacity, and enhance businesses’ ability to respond to trade-related risks. In particular, amid global overcapacity and price competition, basic industrial products, including metals, are among the product groups frequently affected by trade remedy measures. At the same time, the increasing number of anti-circumvention investigations, stricter requirements for origin control, and the emergence of new trade instruments such as the Carbon Border Adjustment Mechanism (CBAM) are placing greater demands on market monitoring and compliance for businesses.
From a practical perspective, the thematic sessions also provided guidance on identifying signs of potential investigations, preparing trade remedy dossiers, and collecting and standardizing data. These discussions equipped businesses with the necessary knowledge and skills to proactively protect their legitimate rights and interests in international trade proceedings.
